I have the honour to transmit herewith for your consideration the enclosed copy of a letter from Mr. E. A. Irving, Inspector of Schools, forwarding the draft Estimates of expenditure on the Education Department (excluding Queen's College) for next year.

2. As your approval of these Estimates is entirely dependent on your acceptance of the proposals formulated by the recent Education Committee, of which Mr. Irving was a Member, it will not be necessary for you to give them your consideration until you have examined those proposals; and as I have already addressed you fully in a separate Despatch on the subject of the Committee's Report, I need not enter into the details of the accompanying Estimate, which is entirely based on the understanding that the recommendations contained in the Report will be approved. If any elucidation is required on points of detail, I have the honour to suggest that Mr. Irving be called upon to address you on the subject before
